Creating your custom App as described in document How To Create a Facebook custom App for the Splash Page and configure it to work with the Classic Hotspot Splash Page
Facebook will allow your App to access to person's email address and default person's public profile.
If you need extra user's information, other than the ones already given by default with the standard process, like for instance

user_birthday
-
user_location
you need to start the permission Facebook App process.
How to submit items for Facebook approval
The following steps describe how to start Facebook Approval process for additional items
STEP 1
Select your Custom App accessing to https://developers.facebook.com/apps/ and from App Review click on "Start a Submission"

then open details page

STEP 2
From the list of proposed items, select:

according to your needs, and add them to the submission

STEP 3
Fill out the requested fields, providing:

1. A detailed explanation about why you need the access to the specified item (for example for sending a birthday gift or greetings, or something else) and how you will use it.
2. For Classic Hotspot custom App the platform to choose and set ON is the WEB
3. Detail, with short and clear steps, how to access to the Splash page, how login using the facebook authentication button and how the requested item will be use.
In this step you need to provide the simulation URL of your Splash page (i.e. https://splash.yourdomain.com/ef123445059sdj9445d/?simulate=true) clarifying that the simulate=true option is needed only for testing use, because normally it is not present for users connecting to the real WiFi hotspot
Specify that the tester should click the Facebook button and accept if supply the own public profile or not, modifying it accordingly, then he should continue the authentication process.
Report that he could see the optional like social action, to validate or skip, however in both cases he will access to wifi then.
Describe what will happen accessing to the requested item information. For example, if you know the user's birthday, you will provide a coupon to retrieve a gif, or send greetings. If it is not the user's birthday, you will remember user to return the birthday to get a gif. Similar, for location information, it could help people to meet to others from their city.
4. Reproduce a video which clearly shows all steps mentioned in the previous point 3.
Be sure that all steps are visible, starting from the access to the Simulation link and continuing then with Facebook access (with consensus of permissions), the like (or skip) choice, the use of requested item and the access to the wifi (which will be the following Simulation mode - Landing page)

2. user_likes permission: this item is NOT NEEDED even if you ask LIKES to Wi-Fi users.
